Section 78(3) and the fourth schedule of Local Government Act, Act 936 elevated the Human Resources Unit under Central Administration Department to the Department of Human Resources. The Human Resources Department coordinates all human resources programmes; and organizes staff trainings within the Assembly.
The key functions performed by the Human Resources Department are:
- Ensuring the effective and efficient administration of human resources; translate institutional policies in respect of employment, personnel, wages and salaries into good management practices.
- It also facilitates the training and development of staff in the assembly. This is to ensure that the citizenry are served by a skilled and well-trained professional workforce. The Department is also responsible for contracts with training providers and monitoring training budgets.
- Handling employee relations matters within the Assembly. It maintains the relationship between employees and management by promoting communication and fairness within the assembly. It also handles disputes between employees and management.
- It is also instrumental in setting up performance improvement plans commonly called PIPs. The PIP may include a description of the behaviour or performance that needs attention, objectives to be met within a certain time period, a plan for accomplishing the improvement along with support resources and detailed consequences if the improvement does not occur.
- It facilitates the performance management process as well as ensuring inter and intra departmental collaboration to facilitate staff performance and development.
- It manages the Human Resource Information Management System.
- The Human Resource Unit reports on all human resource related activities and put in measures to upgrade the capabilities, skills and knowledge of staffs in the Assembly.
